Evaluating the development of integrated home renovation services for condominiums
Integrated Home Renovation Services (IHRS) seek to simplify the collective energy renovation journey, reduce fragmentation in the supply chain, and offer tailored solutions that address technical, organizational, legal, and financial barriers specific to condominium associations. This report evaluates the performance, viability, strengths, limitations and development needs of these services tailored for condominiums in Flanders (Belgium) and the Netherlands. It focuses on two models: a public-led approach piloted in Flanders and a private-led approach in the Netherlands. The report also provides insight into the complex needs of condominium renovations and the viability of services and analyses partnerships and business viability of renovation service providers.
What makes a condominium renovations business model viable according to the report is that both the public and private models provide essential added value by simplifying the renovation journey for condominium associations. Both models aim to simplify the complex renovation process by offering advisory, coordination, financial and technical support. A one-size-fits-all approach does not work: renovation trajectories must be phased, communicated, and adapted to the social and financial composition of each association. Their success depends on well-aligned business models, supportive public policies, and tailored service delivery that reflects the lived realities of condominium owners. Strengthening these elements will be key to accelerating the just and scalable energy transition in the collective residential sector.
The report offers many practical suggestions for improvements for two models used in two countries, based on interviews and questionnaires. A developed evaluation framework offers a transferable tool for assessing similar renovation service models in other European contexts.
