New study reveals the barriers of condominium renovation
Homeowners’ associations face misscommunication, high costs and unfit legal structures during condominium renovations
CondoReno partners from TUDelft published a new study “Barriers and Solutions for Homeowner Associations undertaking deep energy renovations of condominiums” in the European Council for an Energy Efficient Economy (ECEEE) Summer Study 2024. The research sheds light on the significant challenges faced by Homeowner Associations (HOAs) when pursuing energy renovation works, which represent around 46% of the housing stock in Europe.
The study found that poor communication, high cost and unfit legal structures are the major barriers for homewoners associations to undertake deep energy renovations in condominiums. These challenges are part of a complex matrix that includes increased maintenance costs post-renovation; challenges for small, unregistered homeowners associtions; and a scarcity of qualified advisors.
The authors conclude that overcoming these barriers requires a multifaceted approach. The need to design innovative financial strategies and reform existing regulations to overcome legal barriers, integrating financial incentives, and providing clear guidelines for homeowners’ associations are key, as well as building trust amongst involved stakeholders, from homeowners themselves to craftspeople and financial institutions.
Last, implementing standardized solutions, quality assurance systems, and enhancing the technical knowledge of craftsmen and end users are vital to create a healthy renovation ecosystem and accelerate condominium renovations across Europe.
