International stakeholders endorse CondoReno policies and tools to accelerate condominium renovation
CondoReno partners UIPI and EBC welcomed international stakeholders from the construction and housing sectors for the second meeting of the project’s International Advisory Board on 3 December 2025. The session offered an engaging exchange on two central outcomes of CondoReno, explored through a broader European lens: policy recommendations on Integrated Home Renovation Services (IHRS) and a new digital platform model to support condominium renovation journeys.
Policy recommendations to scale up IHRS in Europe
The policy recommendations presented during the meeting aim to foster the creation and multiplication of trustworthy IHRS models. They are built around three key pillars:
• Strengthening legal, financial and institutional frameworks, including guarantees on energy savings, collective loans and simplified procedures.
• Promoting practical tools such as Renovation Master Plans and Building Renovation Passports and digital tools.
• Mobilising key actors, by engaging contractors earlier, professionalising condominium managers and supporting intermediary associations that bridge homeowners and construction companies.
Stakeholders confirmed the relevance of these measures for supporting deep renovation in multi-apartment buildings across Europe. They particularly underlined persistent fragmentation in decision-making within condominium associations, calling for greater professionalisation of condominium management, stronger quality assurance for contractors, and clearer legal conditions for one-stop shops to recommend service providers. Increasing tailored awareness campaigns was also recognised as essential to empower co-owners and encourage decision-making.
Participants additionally pointed to the potential of Building Information Modelling (BIM) to support older buildings with limited documentation. While seen as a promising tool for large renovation projects, concerns were raised regarding cost and feasibility for smaller ones.
A digital resource centre to make renovation journeys transparent and reliable
The IAB also examined CondoReno’s digital resource centre, developed by the Flemish partners Mechelen, Antwerpen and Oostende. The tool acts as a structured CRM platform that tracks renovation projects step-by-step and integrates data to facilitate planning, follow-up and informed decision-making. A core strength of the model is its interoperability and API connections as it can be adapted to existing national tools and third-party platforms.
Participants welcomed the centre’s potential to centralise renovation processes and improve coordination between stakeholders. Some questions were raised regarding the replicability of the tool outside Flanders. However, there was strong interest in its ability to link renovation data across multiple addresses for individual users, as well as in the possibility of connecting it with national funding simulators and renovation platforms to enhance usability.
