Research highlights the role of public support in unlocking condominium renovations
A new scientific article based on outcomes from the CondoReno project sheds light on how public support structures can help overcome the persistent barriers to energy renovation in multi-owner residential buildings. From policy to practice: Evaluating public-led energy renovation processes in Belgian condominiums -lessons from five Flemish case studies is authored by Ragy Elgendy, Erwin Mlecnik, Henk Visscher and Queena Qian and published in Energy Policy.
Renovating condominiums remains a complex challenge across Europe. Collective decision-making, technical uncertainty, legal constraints and financial risks often slow down or even prevent much-needed upgrades. The research confirms that these challenges cannot be addressed through technical solutions alone.
Drawing on five real-life renovation cases in Flanders, in the cities of Antwerp, Mechelen and Ostend, the study examines how publicly supported Integrated Home Renovation Services (IHRS) operate in practice. In particular, it focuses on the role of one-stop shops and public actors in guiding homeowners through the renovation process.
The findings highlight the importance of neutral intermediaries, such as energy advisory services and technical experts, who help translate complex renovation plans into realistic and collectively agreed decisions. These actors play a key role in building trust among co-owners and coordinating the multiple stakeholders involved.
The research also shows that successful renovations are often carried out in phases, allowing homeowner associations to better manage financial constraints and reduce perceived risks. Financial feasibility, trust and clear planning emerge as decisive factors influencing renovation decisions.
Importantly, the study points to the need for stronger policy support at EU level. Scaling up renovation efforts in condominiums will require continued investment in neutral advisory services, as well as the development of financial tools tailored to the building level.
